Identifying/Replicating an Effect
Hey everyone, throughout a number of PMVs I've viewed, I've noticed a certain effect that corresponds with either dreams or flashbacks. It is some kind of slight blur, or contrast, I think. I'm using Vegas Pro 12 and I'm looking to use the same or a similar effect, but I cannot seem to replicate it.

An example is from the #2 winner of the Bronycon Contests in Comedy starting at around 3:02, which continues with the same effect for a few clips.

Thanks for any help!

To me, that looks like a glow, or bloom. I quite like this effect, but it's very hard to incorporate it anything pony because of the solid colors. That being said, some people have pulled if off very well.

I'm not sure about Vegas, but I've made own take on the effect here:

Important things to note are the layer blending modes, very handy!

Yeah, like talkie said... I would go with a small glow for getting the main look. If you want it to look exactly like it I would personally try to add a very small whitish tint to it. I do this with a white layer and down the opacity a lot cause I like to roll ghetto. And of course a nice black vignette being a black layer with a feathered oval mask on it with a low opacity. Hopefully what I'm saying corresponds to vegas.

Vegas is ghetto After Effects, remember? Anything you can do I can do ghetto.

Saturation? Yep.
Glow? Yep.
White tint? Certainly.

Yep, yep, and yep. Feathered masking is there, drawing an oval is easy enough, and Vegas 12 apparently lets you apply effects to masks only.
